The MISSION of the AOC is to foster fair, efficient, timely, and accessible justice for all people by: providing guidance, services, support, and resources to the courts, government agencies, communities and individuals; providing clear and accurate information to customers; and facilitating, coordinating, and implementing innovative statewide judicial branch policies and programs.
The Administrative Office of the Courts (AOC) oversees and implements court policies established by the Chief Judge, the Court of Appeals, and the General Assembly. Its responsibilities include personnel administration, preparation and administration of the Judiciary budget, planning, research, and court support personnel.

The Office of Emergency Preparedness provides emergency preparedness advice, planning and training to all offices within the Judiciary. It is responsible for a range of services that include, but are not limited to, Continuity of Operations (COOP) planning, coordination with state and local agencies, and development and legal research as it relates to emergency preparedness.

The Department of Budget and Finance is comprised of three units: Accounting Operations, Budget and Reports, and Financial Services, which collectively handle the accounting, budgeting, and financial services of the Judiciary. Key functional responsibilities include accounts payable, accounts receivable, formulation, presentation, justification and execution of the Judiciary budget, as well as oversight of the security and operational aspects of the financial computer operating system.

Judicial Information Systems (JIS), the Information Technology (IT) arm for the Judiciary, is comprised of six major units: Application Development, Technology Enhancements & Networks, Local Area Network & Desktop Administration, Site Evaluation & Preparation, Operational Support, and the Project Management Office (PMO). Key areas of responsibility include:
General administration of technology systems of the Judicial Branch; Data center operations and network support, including technical support, call center, wide-area and local-area networks connecting state-wide court facilities; Project oversight and management of software, hardware and related technology design, development, acquisition, maintenance, and integration, to include mainframe and web-based computing applications, computer-based transaction processing and reporting, and data and information warehousing and analysis; Assurance of information and data integrity through security and access management; Systems integration with Criminal Justice agencies; Determination of long-term needs, research and development and overall strategies for development and management of Judiciary-wide information technology; Proposal and administration of IT program and operational budget.

The Legal Affairs Department provides legal advice and counsel to the State Court Administrator. It is responsible for the full range of legal services to include, but not limited to legal research, legal information and advice in all matters relating to Judiciary policies and procedures, contracts, memoranda of understanding with Executive and Legislative Branch departments and agencies, procurement and personnel matters. The Department coordinates legal issues as they pertain to related administrative matters and must work cooperatively with the Office of the Attorney General. It position provides the highest level of legal services and litigation support, and is involved both in the formulation of policy and its enforcement.
