The Court received on November 2, 2012, a letter from the Honorable Margaret D. Rappaport which notes that because of her health, she must immediately retire from her position as Clerk of the Circuit Court for Howard County. Accordingly, the Judges of the Circuit Court for Howard County, pursuant to Article IV, Sec., 25  of the Maryland Constitution, have unanimously appointed Wayne A. Robey as the Acting Clerk of the Court effective November 2, 2012. 

Mrs. Rappaport has served the citizens of Howard County for many years.  She served as Orphan’s Court Judge from 1986 to 1990 and was elected Clerk of the Circuit Court in November of 1990.  She has consistently served the citizens of Howard County with distinction and dedication. We gratefully acknowledge her dedication and commitment to Howard County and extend our best wishes to her and her family.

Mr. Robey has been employed by the Clerk’s Office since November, 1986 and was appointed Chief Deputy Clerk in March, 2006. As Acting Clerk, Mr. Robey will lead the Clerk’s Office in the efficient and courteous manner to which the public has been accustomed.  Please join me in extending our best  wishes to Mr. Robey in his new role.
