
The Maryland eLicense program is accessed on the
internet. If you are a State Agency,
click on the Internet Explorer icon.
When loaded, type in http://elicense/elicense
and click GO. The screen above will appear
once you have properly accessed eLicense.
To start working in the program, follow the next few steps.
- Click
on the UserID field and enter personal ID number that was issued to you.
- Enter
your personal password that you have chosen.
- Click
on the Login button.
You can now begin working in the Maryland eLicense program..

This is the search screen.
It allows you to search by many different methods. You can search by control number, license
number, owner name and trade name.
Also, you can search by Date of Issue or by Date of Application.
For example, to search by control number, type the control
number from license in the control number field, or you may use the bar code
scanner and click on Search. When the
search results appear, click on the control number and view the
application. This is where you would
make any changes to an existing application if need be.
Procedure for entering a New License
(customer applying over the
counter or over the phone)
Some counties require a zoning certificate for issuance of a
new license. Before any of these steps
can be followed, a copy of the zoning certificate issued by the County Permit
office or City Hall depending on the city that the business is in, should be
given to the clerk.
- To enter
a new license, click on the New License field on the menu bar.

- Determine
if the business is an individual business or a corporation and click on
the drop box marked Corp/Ind: and mark a 30 or a 90.

- Select
County/Town that the business is in by clicking on the drop box marked
County/Town and click on appropriate city.

- If the
business is an individual, enter the owner’s name.

- If the
business is a corporation, enter the corporate name. A corporation in MD will already have a
corporate ID#. Call the Assessment
Office to obtain that number and put it in the SDAT Account# field.
- If
applicable, enter the trade name of the business.

- Enter
the street address of the
business.

- Enter
city, state, and zip code of the business.
- If
applicable, enter the mailing address of the business.

- New
individual businesses need to be set up with the County Assessment Office
to obtain an account#. Call County
Assessment Office to set up and put Account# in the SDAT Account# field.

- Enter
the telephone number of the business.

- Enter
Federal Tax ID number or the applicant’s Social Security number.

- Enter
the inventory amount given by the customer.

- Mark
the appropriate license needed and enter the unit code and price. To view the chart for the license fees,
click on Fee Table on the menu bar and choose appropriate license fee.

- New
businesses do not need approval through the County Treasurer’s office. However, of your county requires that
county taxes be paid before issuance of a new license, call the County
Treasurer for approval.
- In the
Approval Status section of the application, you will find 5 boxes that
need to be marked paid and approved.
Mark each appropriate box and click on Save/Submit
Application. A message box will
appear asking if you want to submit now.
Click OK. Make sure the
Clerk box is marked Approved at the bottom of the application, or program
will not allow you move any further.

- To
print application, click the View Application button. A message box will appear asking if it
is for the Comptroller or not, this will not be for the Comptroller, so
click Cancel.
18. Acrobat Reader will load.

19. Once
completed, click on the printer symbol on the task bar.

- Choose
color printer.
- Click
OK to print.
- Return
to the application screen by clicking of the Back button on the menu bar
at the top of the screen.

Procedure for Renewing Licenses by Mail
- When
licenses are returned for processing through the mail, open all envelopes
first.
- Keep
the proper application with the proper check by paper clipping them
together.
- Make
sure there are initials in the County Treasurer field and the City
Treasurer field that taxes have been paid.
- If
there are no initials in the Treasurer field, set aside.
- Look
over each application and if everything on the application is properly
filled out and all fees are correct, the applications can be issued.
- If
there are any corrections that the customer has noted on the application,
make sure the changes are made BEFORE the license is issued and printed.
Issuing and Printing the License
- Click
on Search License on menu bar.
Click on the control number field.
The easiest way to issue licenses in bulk is to use the bar code
scanner. Scan the bar code at the
top right hand corner of the application.
Control number will appear in the field. Then click the Search button on the bottom left hand corner
of the screen.
- The
license you have scanned will appear at the bottom under Search
Results. Click on the control
number. License application will
appear on the screen.
- This
is where you would make any changes to the application that might have
been noted by the customer. If the
change is a new location address, some counties require a new zoning
certificate for the new location.
That can be obtained from the County Permits & Inspections
Office. If a zoning certificate is
not given, application must be rejected and returned to customer.
- Once
any other changes have been made, you must click Save/Submit Application
to save the changes.
- Application is now ready to be printed.
- Click
on Issue/View License button.
- A
message will appear asking if you want to Issue Now. Click OK.

8. Acrobat Reader will load.
- A
picture of the license will come up on the screen.
- Click
on the printed symbol on the task bar above the license.
- Click on the color printer.
- License will then print.
- Repeat process with the next
application in the pile.
- Once all applications have been issued
and printed, applications are then
validated and rung up on the register.
Renewing a License Over the Counter
- When
customer comes in, take application and click on the search screen.
- Type
or scan the control number in the control number field.
- When
license appears under the Search Results, click on the control number.
- Application
will appear on the screen.
- Verify
that all information and fees are correct. If there are any changes, make the changes and click on
Save/Submit Application to save.
- Call
County Treasurer to make sure taxes are paid. If business is in the city limits, contact City Hall for
approval also.
- At
bottom of application on the screen, you will see several field that need
to be marked paid and approved.
Mark each one and click Save/Submit Application.
- Once
completed, click on Issue/View License.
- A
message will appear asking if you want to Issue Now. Click OK.
- Acrobat
Reader will load.
- License
will appear on the screen.
- Click
on the printed symbol on the task bar above the license.
- Click
on color printer.
- Click
OK to print.
- Have
customer sign application and give the license to them.
- Validate
and ring up on the register.
Procedure for Viewing a Previous Years’ License
The procedure for viewing a previous years’ license is very
similar to viewing the current years’ license.
- Click
on the Search License button on the menu bar.
- Type
in the License Year field the year you are looking for.
- Determine
how you would like to search it, and type the information in the appropriate
field and click on Search.
- When
the search results appear, click on the one you need and the application
will appear on the screen.
- If any
changes are needed to be made, make those corrections and Save/Submit
Application.
If you need to print the application or the license, follow
the instructions given for Issuing and Printing a License.

The Maryland eLicense program allows for many different
reports for clerk and administrator use.
To view these reports, click on the Reports field on the menu bar as
shown. A drop list will appear and
click on the appropriate report needed.
The Distribution by Incorporated Town Report allows you to
view every license that was issued on a specific day or by a date range. This report shows the Code, Town, Owner
Name, Issue Date, License No., User, Type of License, Cost, Issuing Fee and
Subtotal. This is used for everyday
verification that the fees are correct and all licenses have been issued in the
computer that you have applications for.
This report lists the licenses by towns.

The Issued License Index Report allows you to view licenses
that were issued on a specific day.
This report shows only the Issue Date, Owner Name, Trade Name and
License Number.

The License Listing Report allows you to view License
number, Owner Name, Trade Name, SDAT Account#, Issue Date, Code, Town, Address,
Type of License and cost.
See example on the following page.

The License Tag Report allows you to view licenses that have
been issued any kind of stickers. There
will not always be licenses on this report.
It shows the Code, Town, Owner Name, Issue Date, License No., Type,
Cost, Issue Fee, Tag Numbers, and the User.

The User Statistics Detail Report allows you to view which
licenses were issued by a specific user.
It lists the User Name, License No., Owner Name, Application Date,
whether or not the application was changed, and License Issued Date.
The User Statistics Summary Report allows you to view how
many applications were submitted, how many applications were changed, and how
many licenses were issued by a specific user for a specific date.
