International Judicial Exchange Program

Judge Deborah S. Eyler, Claire A Smearman and other attendees at the conference
In early October 2013, Court of Special Appeals Judge Deborah S. Eyler and Claire A. Smearman, Esq., Executive Director of the Maryland Judicial Institute, together with five other members of an American delegation, attended a conference of judges and lawyers from Morocco, Tunisia, Libya, Egypt, and Jordan. The conference, which was held in Morocco, was sponsored by the Middle East Partnership Initiative of the U.S. State Department. Presentations by the American delegation members, as well as by delegation members from the five North African countries, were on topics related to the overarching theme of judicial independence. The conference was part of a continuing Judicial Exchange Program between the United States and countries in the North African region.
