Judge Malloy has served as an associate judge since November 2002. He is appointed to the position vacated by the retirement of Judge Paul J. Stakem Nov. 30. “I feel confident that Judge Malloy will bring a great deal of energy and enthusiasm to this position,” said Chief Judge Vaughan, who retires this week. Incoming Chief Judge of the District Court Ben Clyburn, who will assume the position Dec. 29, also endorsed the appointment. Before joining the bench, Judge Malloy served as Deputy State’s Attorney for Allegany County from 1987 to 1994. Prior to that, he was the Assistant State’s Attorney from 1983 to 1987. From 1981 to 1983, he worked as a postal inspector for the U.S. Postal Inspection Service in Syracuse, N.Y. Judge Malloy served on the State Board of Law Examiners from 1995 to 2002. A 1971 graduate of Frostburg State College, Judge Malloy earned his law degree from the University of Baltimore School of Law in 1974. Judge Malloy, who lives with his wife Patricia Elaine in Cumberland, is a member of the Allegany County Bar Association, the Knights of Columbus, and the Ancient Order of Hibernians.
