The Civil Law Center is open on the first three Tuesdays of each month from 9 am - 12 pm. No appointment is necessary. The Civil Law Center is located in the Law Library in the Circuit Court. An attorney will provide free legal assistance in civil non-domestic matters to walk-in visitors. Some areas of the law that are civil include landlord/tenant, contracts, small claims, advance medical directives, expunging records and homeowner association disputes. Visitors must be self-represented and have low income to qualify for service. The Civil Law Center offers evening sessions on the first Tuesday evening of each month from 6:00pm – 8:00pm. Evening sessions are held at the East Columbia Branch public library at 6600 Cradlerock Way, Columbia 21045.
