Public access to our building is unrestricted, but we ask that you consider the following before coming to the Courthouse:

  • All Court related access is controlled by Administrative Orders issued by the Chief Justice of the Supreme Court of Maryland and, locally, by the Washington County Circuit Court Administrative Judge can be found here:
      • Face masks are not required
      • Entry to the building is prohibited and you should call 301-733-8660 ext. 0 if one of the following exists:
        • You “are symptomatic, or have tested positive for COVID-19 within 5 days prior”, or
        • You “have been in close contact with a person who has tested positive for COVID-19 within 5 days and (you) are vaccinated”

  • Many of the services of the Clerk’s Office that have been conducted by e-filing, courthouse drop-box or mail since March 16, 2020 will continue --- the courthouse drop-box is located at 24 Summit Ave and is available from 8:00 am to 4:30 pm, Monday through Friday, except for State Holidays
  • Governor Hogan has terminated various emergency orders effective July 1, 2021 @ 12:01 am – please use this link for more specific details

Marriage Licenses/Civil Ceremonies: 

  • Applications can be made in-person at 24 Summit Avenue, Hagerstown, MD  21740
  • Civil Ceremonies are conducted in-person with the following restrictions:

  • Renewals can be submitted by mail or in-person

  • Instruments can be submitted by SimpliFile, mail, courthouse drop-box or in-person

Land Record Searches:

  • Can be conducted in-person or requests can be made by email to:  washcocc_landrecordsrequest@mdcourts.gov 
  • Applicable copy fees will be assessed

Jury Duty: 

  • Jury Duty will resume on Monday, March 7, 2022

Credit Card Payments:

Beginning on Monday, November 22, 2021, our office will begin accepting credit card payments (VISA, MasterCard and Discover) for most transactions to include:  Notary/Notary Certification, Business Licenses, Land Recordation (fees and taxes), copy fees, Marriage License Applications/Copies/Civil Ceremonies, Court Costs/Fines, Bad Check Fees, etc.  We will NOT accept credit card payments to post bonds.
