2020 and 2021 Business Licenses

Pursuant to Governor Hogan’s 6.15 COVID Transition Plan that accompanied Executive Order number 21-06-15-01, Terminating Various Emergency Orders, a 45-day Administrative Grace Period has been granted for the renewal of Licenses, Permits & Registrations that would have an expiration date or be renewable during the state of emergency and catastrophic health emergency and would have been previously extended to June 30, 2021.

Thursday, July 1 will mark the beginning of a 45-day grace period, where certain regulations will continue to be relaxed to complete the administrative transition out of the pandemic. Therefore, business license penalties for license years 2020-2021, will not be assessed until August 16, 2021.

In addition, any business licenses which will need to be renewed for the 2019 license year and prior, will be assessed a penalty as they were already expired and were not renewed, and thus delinquent, before the State of Emergency and Catastrophic Health Emergency took effect on March 5, 2020.

To obtain a license, you must first determine what type of license you need, if any. The Clerk's Office issues several types of licenses. How to Apply

1) Complete the application by providing the following information to the Clerk:

  • Type of license for which you are applying
  • Owner's name (Individual, Corporation, etc.)
  • Location address
  • Mailing address
  • Social Security Number or Federal Tax Identification Number
  • SDAT Account Number

  • Amount of inventory, if applying for a Trader's License

2) The application must be signed by the Owner or a Corporate Officer.

3) Pay required license fees to the Clerk of the Circuit Court- cash, check (made payable to the Clerk of Court) and Visa, or MasterCard accepted.  Only Visa and MasterCard are accepted for fees paid directly in the clerk’s office.
